India‘s old sacred books and historical sources mention village communities (councils or assemblies) across the sub-continent that were self-governing over millennia, serving as the main interface between the predominantly agrarian village economies and the higher authorities.

Several steps were taken during British rule in India towards setting-up formal local bodies.

Dr. Manmohan Singh calls for decentralisation of self governance at the grass root level

24th April, 2011: The National Panchayati Raj Divas was today observed with a call from the Prime Minister Dr. Manmohan Singh to act collectively in bringing decentralisation of self governance at the grass root level. You are aware that the Nirmal Gram Puruskar (NGP) has been instituted to “add vigour” to the Total Sanitation Campaign. In 2007, the National Committee on Nirmal Gram Puraskar selected 4,437 Gram Panchayats and Block Panchayats from 22 states for awards under NGP. The number of award winners has risen from 40 in 2005, 769 in 2006 to 4437 in 2007. These awards were given by His Excellency the President of India Shri A P J Abdul Kalam.

Total Sanitation Campaign (TSC)- Guidelines

Individual Health and hygiene is largely dependent on adequate availability of drinking water and proper sanitation. There is, therefore, a direct relationship between water, sanitation and health. Consumption of unsafe drinking water, improper disposal of human excreta, improper environmental sanitation and lack of personal and food hygiene have been major causes of many diseases in developing countries. India is no exception to this. Prevailing High Infant Mortality Rate is also largely attributed to poor sanitation.

Guidelines: Results-Framework Document

“Results-Framework Document” has been developed and published in 2009-10 by the Department of Drinking Water and Sanitation (DDWS), Ministry of Rural Development (MoRD), is a manual about the rural households have access to and use safe and sustainable drinking water and improved sanitation facilities by providing support to States in their endeavour to provide these basic facilities and services.

Total Sanitation Campaign (TSC)”, details have been made available on the website of Department of Drinking Water and Sanitation (DDWS), Ministry of Rural Development (MoRD). The course focuses on various technology options for Household Sanitation. The study presents overall success and lessons learnt while implementing TSC in different districts of India and these lessons will definitely be helpful to pave the way for successful implementation of TSC in different rural perspectives among different communities and locations.
