Karnal, Chandigarh, Sept. 4, 2013: Following the completion of an inquiry into alleged overbilling of Karnal municipal corporation by a local contractor for providing services of "safai karamcharis" (sanitation workers), the vigilance department has sought the nod of senior officers to register a case against the accused.
An inquiry was ordered in July 2012 after a query under the RTI Act by a local activist revealed that the contractor was charging money from Karnal MC for 160 safai karamcharis whereas he had hired only 44 for the purpose.
The vigilance department has written to state vigilance director seeking approval for registering a case against the accused. When contacted, vigilance department's investigation officer (IO) Rakesh Bhardwaj confirmed the development.
A local activist, Narinder Kumar, had filed an application under the RTI Act before the Karnal civic body to know the number of safai karamcharis employed by it for keeping the city clean. As per information given to Narinder, it was revealed that Karnal MC had given the contract to a firm, Friends Associates, which had engaged 160 workers, who were being paid Rs 5,000 to Rs 5,500 per month.
He requested the Karnal MC officials to produce all safai karamcharis being hired by the contractor. During the joint attendance exercise ordered by former Karnal deputy commissioner (DC) Renu Phullia, the MC could present only 44 safai karamcharis.
Naridner alleged that salaries of 160 safai karamcharis, which ran into lakhs of rupees, were being pocketed by the contractor and some senior officials of the municipal corporation, without whose consent the malpractice could not have flourished. (Source: Anita Singh, TNN)
